Description: The site where the Presidency of the Government of the Canary Islands building is located in Santa Cruz de Tenerife (Canary Islands, Spain) is closely linked to the founding moments of the city: Santa Cruz was founded on May 3rd, 1494 by the Castilians, during the period of Conquest of America, being one of the most important ports of supply of all the expeditions that crossed the Atlantic towards the New World and one of the first enclaves of the Spanish Conquest. Around the area where the Presidency of the Government now stands, the Castilians placed the Holy Cross (“Santa Cruz” in Spanish) from which the city takes it s name, which is, since then, its symbol, and which is now commemorated every May 3rd, between the nearby Ermita de San Telmo and the Church of the Conception, on the edge of what nowadays is considered the old town of Santa Cruz.
The building was the starting point of the urban restructuring of this historic area, which was very degraded in the early ’80s. The first Spanish democratic government in collaboration with the first autonomous Canary Islands government launched a contest of ideas for this site and the entry submitted by Fernando Menis, Felipe Artengo and José María Pastrana won and got the commission for the building. The strong representative character required by a building that was meant for hosting the Presidency of the Islands translated to its design, which features large volumes made of basaltic stone and concrete, as if they manifested the heavy responsibility the building contained: representing the Canaries. The image of the building is significant in the urban fabric of the city while interacting with the not so far away image of the Anaga Mountain with its abrupt and massive geometry.
The entire interior organization is developed around a reconstructed piece of architecture of great cultural and historical value: a traditional patio made of Tea wood (a specimen of pine tree), commonly used in the vernacular architecture of this area, near to Africa. Indeed it is the original courtyard of what used to be known as the Hamilton House, one of the symbolic Scottish buildings of the old town of Santa Cruz, founded in 1837, by Lewis Gellie Hamilton, a Scottish knight from Greenock, installed in Tenerife. In the 1960s the house was demolished to be replaced by a highrise apartment building, but someone, unidentified so far, was concerned
with collecting and properly keeping all the original patio pieces that remained forgotten in one of the warehouses of the Cabildo de Tenerife (the Government of the Island) until one day, Fernando Menis found them and, in agreement with his team, and with the then President of the Canaries, decided to reuse it.
Stone, concrete and wood are the materials that mix together determining and characterizing the building. The stone plays a very special role; while on the outside the magnificent volumes are built with rough basalt stone from the island of Tenerife, blocks of stones of different colours, brought from different islands, such as La Gomera or Fuerteventura, are placed in the most significant spaces inside the building. Stone brought from La Gomera in the auditorium situated on the upper floor and Tindaya stone, from Fuerteventura, in the auditorium on the ground floor. It is perhaps one of the buildings in Fernando Menis’ s career where the constructive details acquire a greater importance such as the carpentries, the stairs and the custom made elevator; great care for building the best possible image of the Canaries . Moreover, local artists collaborated with the architects throughout the project and their work – done in situ – is reflected directly in the construction and improvement of the design of the building. Especially relevant are the frescoes on the ceiling created by Fernando Alamo for the office of the president and for the room of the Governing Council.
The building has got three floors with very clear distribution and program. The ground floor, which is also the access, is free of columns, supported by large structural beams, incorporates the library and the main hall. Protocol access uses the courtyard as a driveway to the foot of the stairs. The first floor acts as a single structural floor for its entire height. The concrete screens that subdivide the administrative uses of the area, configure the large cantilevers that support the lower and upper ceilings. On the upper floor protocol and institutional acts are developed, the Reception Hall is extends to the Patio de los Tarajales (courtyard) over the events room while the Government Rooms overlook the Anaga massif. The private offices of the President are housed on the green roof, in the volumes delimited by concrete screens flown from the central nucleus of services and vertical communications that finish off the building.
The various presidents who have had the opportunity to live and work in the building define it as a “comfortable, open, multifunctional and transparent place”. Full of “meeting places” and “transparent and open visitor areas” around the courtyard, the design favours the interrelation between the different floors of the building, the entrance of sunlight and the natural regeneration of air.

In recent months, the Canary Islands data initiative strategy has focused on centralization, with the aim of providing citizens with access to public information through a single access point. With this motive launched a new version of their open data portal, data.canarias.es, and have continued to develop projects that display data in a simple and unified way. Its launch has been carried out by the General Directorate of Transparency and Citizen Participation, dependent on the Ministry of Public Administrations, Justice and Security of the Government of the Canary Islands.
From the beginning, the Organization Chart has been designed with the opening of data by default, accessibility and usability in mind. The tool consumes data published on the Canary Islands open data portal, such as the salaries of public officials and temporary personnel, through its API. It also includes numerous sections with information on autonomous bodies, public entities, public business entities, commercial companies, public foundations, consortia or collegiate bodies, automatically extracted from the corporate toolDirectory of Administrative Units and Registry and Citizen Services Offices (DIRCAC).
All the content of the Organization Chart is published, in turn, in an automated and periodic way, on the Canary Islands open data portal. The Organizational Chart data is published on the Canary Islands open data portal, as well as the remuneration, the organic structure or the registry and citizen service offices. They are updated automatically, once a month, taking the data from the information systems and publishing them on the open data portal. This configuration is fully parameterizable and can be adapted to the frequency that is considered necessary.
From the organization chart itself, all data can be downloaded both in open and editable format (ODT) and in a format that allows it to be viewed on any device (PDF).
What information is available in the Organization Chart?
Thanks to the Organizational Chart, citizens can find out who is part of the regional government. The information appears divided into eleven main areas: Presidency and the ten ministries.
In the Organizational Chart, the resumes, salaries and declarations of assets of all the high positions that make up the Government are available, in addition to the temporary personnel who work with them. Likewise, the emails, the address of their offices and the web pages of each area are also displayed. All this information is constantly updated, reflecting any changes that occur.
Regarding the agendas for the transparency of public activity, which are accessible from each of the files of public positions in the Organizational Chart, it should be noted that, thanks to the efforts, it has been achieved:
- Update the application so that agendas can be managed from any device (mobile, tablet, PC,…), thereby improving their use by the responsible persons.
- Categorize the events that, in addition, are visually highlighted by a color code, thus facilitating their location by the public.
- Publish immediately, and automatically, all the changes that are made in the agendas in the Organization Chart.
- Incorporate more information, such as the location of the events or the data of the attendees.
- Download the data of the calendars in open formats such as CSV or JSON, or in ICAL format, which will allow adding these events to other calendars.
- Publish all the information of the agendas in the Canary Islands open data portal, including an API for direct consumption.
At the moment, the agendas of the members of the Governing Council, the Vice-counselors and the Vice-counselors have been published, but it is planned that the agendas of the rest of the public positions of the Government of the Canary Islands will be incorporated progressively.
The Organization Chart was presented at the International Congress on Transparency, held last September in Alicante, as an example not only of openness and reuse of data, but also of transparency and accountability. All this has been developed by a team of people committed to transparency, accountability and open data, all principles of Open Government, in order to offer better services to citizens.

We can make the country more open so that people feel more comfortable living in Estonia. Is it worth making an exception?
Aivo Takis, member of the board of Estravel, the largest travel agency in the Baltic States, believes that it is pointless to make regional exceptions and that restrictions on flights should be lifted altogether, since even now you can get to any country with transfers. “The geography of flights is not limited by any European country except Estonia and Latvia. This makes no sense, because you can always fly to the right place with a transfer, it’s just more difficult and certainly more expensive. It’s also less secure,” says Takis.
In his opinion, there is no need to cosmetically improve or complicate the unnecessary. Restrictions just need to be lifted. “The government will only become popular if this restriction is lifted,” says Takis.
