For goods purchased in Germany, customers who permanently reside outside the European Union and who take these goods in their personal luggage may be reimbursed for the value added tax included in the purchase price.
Value added tax (VAT) of 19% is usually included in the prices of German goods. If a customer permanently resident outside the European Union purchases goods in Germany and takes them out in personal luggage, VAT can be refunded. In this case, we are talking about a tax benefit from the German state in relation to the seller, which most retail outlets transfer to the buyer. However, there is no obligation for the seller in this regard. nine0005
At the same time, from January 1, 2020, the rule is that only purchases in the amount of 50.01 euros or more (per one cash receipt or account) can become the basis for the exemption of the retailer-supplier from VAT when exporting goods under non-commercial trips.
What do I need to do to get a VAT refund?
Step 1.
Already at the time of purchase of the goods, you should indicate at the checkout that you permanently reside in the Russian Federation, and the goods will be exported from the country. In this case, you will be issued a certificate of export of goods abroad ( Ausfuhr- und Abnehmerbescheinigung ). It would be ideal if you already have a printout with you (you can find the corresponding form at the link).
Many outlets have submitted VAT refunds to the Tax Free Shopping Service ( Tax Free Shopping Service ), such as Global Blue . In such cases, you will be issued a Tax Free Shopping Check instead of a Export Certificate.
Please make sure that the forms are filled out completely and correctly, including your account and/or credit card details, otherwise the VAT refund will not be possible. nine0005
Step 2.
When you leave the Federal Republic of Germany, you will need to submit these forms together with your identity card and, if necessary, a document confirming that you have a permanent place of residence outside the EU (for example, registration in Russia, Russian civil passport), as well as purchased goods in their original condition to the German customs services in order to confirm the fact of importation of goods. When leaving through one of the airports in Germany, the goods must be presented to customs before checking in the luggage.
Please also note that the goods must be exported before the end of the third calendar month following the purchase/receipt. If on the day of purchase the goods are not handed over to the buyer, then in addition to the date of the invoice, the date of delivery must be indicated. Otherwise, the “three-month period” will be counted from the invoice date.
Step 3.
Ask already at the time of purchase to which address you will then need to send the certificate/certificates for the export of goods/goods for the purpose of VAT refund.
After leaving Germany and confirming the export of the goods by the border agency / foreign mission, send the export certificate to the address indicated by the seller. The refund amount will then be transferred by the seller to the specified account / credit card.
If you received checks Tax Free Shopping Checks (for example, from Global Blue ), then at some airports it is possible to pay VAT directly (minus the service fee) at the respective offices of these service providers. Otherwise, checks Tax Free Shopping Checks will need to be sent to the address indicated on their back. After that, the Tax Free Shopping Service will refund the VAT.
Confirmation of the export of goods by the German foreign mission
Only in exceptional cases is it possible to confirm the export of the goods by the German foreign mission in whose consular district you live. At the same time, justification is required why the certificate of export of goods was not presented, as provided, at one of the border customs points. The phrase “didn’t have time” in this case, for example, IS NOT an acceptable justification.

If there are good reasons for presenting documents/goods to the foreign mission, then for a backup certificate you will need the following:
- purchased goods (worn / unused, in original packaging and with a price tag),
- Your international passport and a suitable document , confirming the place of residence in the Russian Federation at the time of purchase of the goods (for example, registration, internal civil passport),
- original invoices,
- completed by the trade company in field A certificate of export of goods abroad or receipts Tax Free Shopping Checks .
Please note that the export certificate can only be issued for goods purchased in Germany (ie not for goods purchased in other EU countries).
Also, the German foreign mission does not issue certificates for the export of vehicles.
In addition, in contrast to border customs points, certificates at foreign missions are not issued free of charge: the fee for issuing a certificate on the export of goods abroad may vary, but is not less than 34.07 euros for each certificate.
