Before travelling to Spain, you should read our “Know Before you Go” travel advice for tips on road safety, local laws and customs, precautions against petty crime, and more.
Consular Duty Service Out of Hours
If you require emergency assistance from the Embassy, please contact us on: +34 914364093. If you call outside normal working hours, you will be asked to leave a message on the answering machine. The answering machine is monitored regularly, and the Duty Officer will contact you as soon as possible. Please ensure the message contains the following information:
• Your name
• The nature of your problem
• Where you are now
• Your contact details (mobile phone number or phone number of where you’re staying)
If your out-of-hours query pertains to a lost or stolen passport, please carefully examine the information on this webpage before you consider availing of the duty service.
The duty service is operated from the Embassy in Madrid. Our Honorary Consulates do not operate an out-of-hours service. You may also wish to call the Department of Foreign Affairs and Trade in Dublin directly at 00353-1-4082000.
Contacting the Police
Contacting the police and emergency services
To contact the emergency services in Spain, dial 112 – responding operators all speak English.
There are two main police forces in Spain, the Policía Nacional and the Guardia Civil.
Policía Nacional (dial 091)
The Policía Nacional (National Police) is the nationwide metropolitan police agency of Spain. It deals with criminal, judicial, terrorism and immigration matters.
Guardia Civil (dial 062)
The Guardia Civil (Civil Guard) operates mainly in rural areas. It has both military and civilian functions.
In most urban areas, there is also the Policía Local (dial 092) which is responsible for traffic policing and minor crime.
Making a police report
You can make a police report in three different ways:
i) In person. A list of police stations in the different regions of Spain is available. It is important to note that English language interpreters are not always available at short notice: it may be advisable to bring a Spanish-speaking person with you.
ii) By phone: You can make a police report by phone in English by phoning 902 102 112. The English language service is available from 9am – 9pm, seven days a week. Once you have made your report, you will be instructed to pick up a signed copy of the report at your nearest police station. However, some crimes, particularly more serious crimes or those involving violence, can only be reported in person. iii) Online: You can also make a police report online. Some crimes, especially more serious crimes involving physical violence, must be reported in person.
In Catalonia you can contact the Mossos d’Esquadra or the Local Police (Guàrdia Urbana). A list of police stations in Catalonia is available. You can also make a police report online for certain cases. If you need emergency assistance you should dial 112.

European Health Insurance Card
European Health Insurance Card and Travel Insurance
We advise you to get a European Health Insurance Card (EHIC) before you travel to Spain. This card replaces the E111 form and entitles you to emergency medical treatment on the same terms as Spanish nationals.
The EHIC is not a substitute for travel insurance and doesn’t cover medical repatriation, ongoing medical treatment or treatment of a non-urgent nature. You can apply for an EHIC online at www.ehic.ie.
It is essential to acquire comprehensive travel insurance before travelling to Spain. Your travel insurance policy should cover the entire period you are abroad until you arrive home. Always check the conditions and exclusions of your policy; most policies will not cover drink or drug-related incidents.
Your policy should at the very minimum cover the following:
• medical and health cover for an injury or sudden illness abroad, including medical evacuation/repatriation
• 24 hour emergency service and assistance
• personal liability cover (in case you are sued for causing injury or damaging property)
• lost and stolen possessions cover
• cancellation and curtailment cover
• cover for activities that are often excluded from standard policies (e. g. water sport activities such as jet skiing)
Crime
Accident/assault victims
We will do everything possible to assist you if you have been the victim of an accident or assault.
We can provide information on local legal and medical practitioners, but we cannot give you legal or medical advice, or formally recommend or pay for doctors or lawyers. You can find lists of English-speaking lawyers and doctors in different areas of Spain on our Honorary Consulates pages.
All cases are treated in complete confidence. We can also help you to contact friends and family and assist with arrangements to get you home, if that is your wish. All persons who have been assaulted or in an accident must report the incident to the Police. If necessary, and particularly in serious cases, the police will provide an interpreter. The Embassy can provide some practical information, but it is essential to engage a local lawyer to act as your representative if a prosecution is being considered.
Arrest
If you are arrested, you may ask the Spanish authorities to inform the Embassy of your arrest.
The Embassy can:
- Visit you or arrange for you to be visited by an Honorary Consul once you have been charged and detained – a visit cannot take place while under arrest and waiting for a court hearing.
- If necessary, provide you with a list of local English-speaking lawyers
- Advise you about the prison system and about your entitlement to visits, mail and other facilities
- Bring details of any medical condition you may have to the attention of police or prison officials
- Pursue with the prison authorities on your behalf any complaints about ill-treatment or discrimination
- Pass messages to and from your family
However, the Embassy cannot:
- Secure better treatment for Irish citizens than local or other nationals receive
- Give or pay for legal advice
- Recommend specific lawyers
- Interfere with or influence the proper operation and application of the local judicial system
- Provide any financial assistance while you are in prison
- Pay bail bonds or fines
To assist Irish citizens detained in prison in Spain and their families in familiarising themselves with their current situation, the Embassy has produced a guide to the prison system in Spain.
Death and Illness Abroad
Death Abroad
If a member of your family dies while abroad, the Irish Embassy will provide all possible assistance in dealing with the formalities that arise in these situations.
The Embassy can:
- Arrange to have the next of kin of the deceased informed by the Garda Síochána
- Assist relatives to appoint a local undertaker
- Assist with procuring documents such as death certificates or medical or police reports
- Assist relatives to communicate with the Police and other authorities
However, the Embassy does not:
- Investigate the circumstances of the death
- Pay expenses relating to local burial or cremation
- Pay the cost of repatriating the remains
- Pay for relatives to travel to where the death occurred or to accompany the remains to Ireland
If the deceased was covered by travel insurance, it is important for next of kin to contact the insurance company without delay. If there is no insurance cover, the cost of repatriation or burial will have to be met by the family.
Families should be aware that the time required to repatriate remains to Ireland varies depending on the circumstances of a death. A minimum of a week is quite usual from Spain. However, there may be circumstances where repatriation can be delayed for longer.
In cases of sudden or unexpected death an autopsy may be required. Further investigation may be necessary before a decision as to cause of death is reached. If death was caused by a criminal act, the police will be ordered to conduct a full investigation. The State Prosecutor will then decide whether to prosecute. This can delay the release of the body for burial.
During an autopsy, organs can be removed for testing, including toxicological analysis, at the discretion of the doctor, without consent of next of kin. Next of kin are not informed in advance about the removal of any organs. The remains can be repatriated before tests on removed organs are completed. The family of the deceased can seek a court order requiring the eventual return of these organs once testing is complete.

Illness/Hospitalisation
In an emergency, please go to the nearest public hospital. If you have run out of prescribed medication, bring your empty box of medication to a pharmacy to see if it can be filled before looking for a doctor. You can access information on English speaking medical services in Madrid Barcelona, Malaga and other major Spanish cities. You can also find details of hospitals in the different regions of Spain on our Honorary Consulate page.
If you become ill or require hospital treatment while in Spain, you or your friends/family can contact the Embassy/nearest Honorary Consulate for assistance if you need help in dealing with the situation.
The Embassy can:
- Offer general advice on the local medical services
- Assist in liaising with doctors or hospitals
- Arrange interpretation if necessary
- Advise relatives or friends about accidents or illnesses
- Assist in arranging repatriation to Ireland
It is important to stress that the Embassy does not have funds to pay hospital bills or meet other medical expenses on your behalf.
Also, the Embassy does not:
- Provide medical advice
- Pursue insurance companies about payment of or refund of the cost of medical treatment
- Pursue claims for compensation relating to negligence, injury or any other matter
- Pay for visits by relatives
Air Ambulance
Please be aware that a medical evacuation to Ireland from Spain can cost upwards of €20,000. Comprehensive travel insurance is essential in order to protect yourself in the event of a serious medical emergency requiring medical repatriation to Ireland. 112 Emergency number
Dial 112 to contact emergency services in Spain (ambulance, police, rescue team, fire fighters). Dialing 112 is the quickest way to get help in an emergency situation where no time must be lost. You do not need to be connected to the internet and you do not need a Spanish SIM card on your phone. You will be able to communicate in English.
112 is the one number you need to know for all emergencies, even though you may also see references to other emergency numbers in Spain, such as 062 (Guardia civil, which has local patrols on parts of the Camino) or 091 (National police).
112 works in Spain, Portugal, France and all the other EU countries. It is the European equivalent to 911 in the USA or 999 in the UK.
The operator at 112 will ask you for details of your situation to determine your needs. If you cannot provide an address for your location, they will guide you through the process of finding this information on your smartphone and sending it to them. How this is done will depend on your phone and on the apps that are installed. (In Spain, the most widely-used messaging app is WhatsApp.)
Sexual assault
Pilgrims are urged to report all cases of sexual assault, including exhibitionism, to either 112, local Police, or Alert Cops.
AlertCops app – For use only in Spain
AlertCops is a smartphone application that is available for Android and iPhone. It was created by the Spanish law enforcement authorities to provide an additional platform for Spanish citizens and for tourists in Spain to contact the emergencies services to ask for help or to report incidents such as physical aggression or theft and other concerns: https://alertcops. ses.mir.es/mialertcops/
You must have an internet connection (mobile data and/or Wifi) in order to make use of AlertCops. The app can transmit voice, text, pictures and your location data. You can download the app and set it up to be ready for use before your trip. If you change your phone number (for example with a new SIM card) you will need to re-install the Alert Cops app.
For a more detailed description, go to the AlertCops website, click on your language choice in the top right corner and then on Functionalities. There are buttons to report (by calling or in chat mode) situations such as aggression, vandalism, animal abuse, or being lost. Here is an example of how one pilgrim usefully reported a burst water pipe on a remote route.

Dial 112 or 999 (no area code needed) for free in an emergency. This will connect you with emergency services no matter where you are in Spain or if you have a Spanish SIM card.

Safety in Madrid
Spain and its capital Madrid are generally safe and crimes targeting tourists are generally exceptional.
However, the number of tourists in Madrid, as in any other big city, attracts a lot of pickpockets on transport and around major tourist sights.
Unfortunately, it sometimes happens. Here it’s a list of the most common unsafe situations:
Pickpockets and Bag-snatchers
- Robbery: Avoid lonely streets out of hours.
- Violent Crime: Gun crime is almost non-existent in Spain. However, resistance to robberies might lead to violent behaviour that you may not have anticipated.
- Rape/Homophobic Crime: Sexual and homophobic assaults or rapes are not a common problem in Spain. Nevertheless, it is recommended to avoid deserted areas at night when not being familiar with the area.
- Terrorist Activity: The last major terrorist attack took place on March 11th, 2004 when synchronized bombings against Madrid train system killed 192 people and injured around 2,000. The attack was recognized by Al-Qaeda terrorist cell. There are increased fears about terrorist attacks in Europe, but it remains an unlikely occurrence in your day-to-day life.
- Car-Related Crime: It is suggested not to leave any bags or valuables in plain sight and lock them into the boot. It is also recommended to park the car in a supervised space and securely lock it.
- Credit Card Scam: Unfortunately credit card scam also exists in Spain. It pays to keep the PIN safe and the card within eyesight when using it.

Phoning Home
Dial 00 and your country code leaving out the initial 0 of the number.
For example, to call the UK, you dial 0044 and leave the 0 off the town prefix. (for Nottingham this would be – 0044 115 1234567).
It can be very expensive to call home from a mobile, so better use the call function of a messenger app like WhatsApp.
Remember that using data roaming abroad can be very expensive. You can turn mobile data off when abroad and only use the internet when connected to Wi-Fi. Or check costs with your provider and consider buying a package for data roaming.

If you want to use the telephone in your hotel room, ask for the costs beforehand at the reception to avoid surprises when paying the bill.

Safety and security – Spain travel advice
Political situation
You should follow the advice of police and local authorities regarding demonstrations in Spain.
There have been large gatherings of people and demonstrations in some parts of Barcelona and other areas of the Catalonia region in relation to political developments there. Some demonstrations have become violent, with protesters causing damage to property and disruption to transport. Further gatherings and demonstrations may take place and demonstrations intended to be peaceful can escalate and turn confrontational. If you’re in an area where demonstrations are taking place, you should remain vigilant, follow the advice of local authorities and move away quickly to a safe place if there are signs of disorder.
Crime
Most visits to Spain are trouble-free, but you should be alert to the existence of street crime, especially thieves using distraction techniques. Thieves often work in teams of two or more people and tend to target money and passports. Don’t carry all your valuables in one place, and remember to keep a photocopy or scanned copy of your passport somewhere safe.
Take extra care to guard passports, money and personal belongings when collecting or checking in luggage at the airport, and while arranging car hire.
In some city centres and resorts, thieves posing as police officers may approach tourists and ask to see their wallets for identification purposes. If this happens to you, establish that the officers are genuine and if necessary show some other form of ID. Genuine police officers don’t ask to see wallets or purses.
Personal attacks, including sexual assaults, are rare but they do occur, and are often carried out by other British nationals. Be alert to the possible use of ‘date rape’ and other drugs including ‘GHB’ and liquid ecstasy. Buy your own drinks and keep sight of them at all times to make sure they aren’t spiked. Alcohol and drugs can make you less vigilant, less in control and less aware of your environment. If you drink, know your limit – remember that drinks served in bars are often stronger than those in the UK. Avoid splitting up from your friends, and don’t go off with people you don’t know. Make sure your accommodation has adequate security measures in place and lock all doors and windows at night or when you aren’t in. If you’re a tourist and are concerned about the security of your accommodation, speak to your tour operator or the property owner. Make sure you know the contact details of the local emergency services and the location of the nearest police station.
Vehicle crime
Be aware of ‘highway pirates’ who target foreign-registered and hire cars, especially those towing caravans. Some will (forcefully) try to make you stop, claiming there is something wrong with your car or that you have damaged theirs. If you decide to stop to check the condition of your/their vehicle, stop in a public area with lights like a service station, and be extremely wary of anyone offering help.
When driving, be wary of approaches by bogus police officers in plain clothes travelling in unmarked cars. In all traffic-related matters, police officers will be in uniform, and all police officers, including those in plain clothes, carry official ID. Unmarked police vehicles have a flashing electronic sign on the rear window which reads Policía (Police) or Guardia Civil (Civil Guard), and normally have blue flashing lights. Genuine police officers will only ask you to show them your documents and will not ask for your bag or wallet/purse.
Reporting crime
In any emergency, call 112.
To report a crime, including stolen property and lost or stolen passports, visit the nearest Policia Nacional, regional police (Ertzaintza in the Basque Country, Mossos d’Esquadra in Catalonia, and Policia Foral in Navarre) or Guardia Civil Station to file a police report (denuncia). Some Spanish cities also offer a ‘Foreign Tourist Assistance Service (SATE – Servicio de Atención al Turista Extranjero) run by the Town Hall and National Police where foreign tourists can report crimes in a variety of languages, including English.
While in Spain, you can also call a dedicated English-speaking police line on +34 90 210 2112 from 9am – 9pm 7 days a week, or file a police report online for minor offences such as bag or car theft.
Be aware that violent crime or sexual assault must be reported in person at the nearest police station. If you’ve had belongings stolen, you’ll need to keep the police report for insurance purposes.
If your passport is lost or stolen, you’ll also need the report to apply for an emergency travel document from the nearest British Consulate and to apply for a replacement passport when you return to the UK.
Falls from height
There have been a number of very serious accidents (some fatal) as a result of falls from height, including balconies. Many of these incidents have involved British nationals and have had a devastating impact on those involved and their loved ones. Don’t take unnecessary risks around balconies or other high places, particularly if you’re under the influence of drink or drugs. In some regions you may be evicted from your hotel if you are found to be behaving irresponsibly.
You should familiarise yourself with the layout of your hotel and accommodation block when you arrive. Always follow the safety advice of your hotel and/or tour operator if staying in a room with a balcony and watch out for friends who may be at risk.
Some local councils will impose fines to those caught behaving irresponsibly on balconies. Your travel insurance may not cover you for incidents that take place on a balcony or if you were under the influence of drink or drugs when it happened.
Festivals and concerts
Be aware of local laws and customs, and take extra care of your valuables if attending a festival or large concert. See our festival travel checklist for more advice.
Outdoor activities
Take care when swimming in the sea. Some beaches, especially around Spanish Islands, may have strong undercurrents. Most of them have a flag system. Before swimming, make sure you understand the system and follow any warnings (a red flag means you mustn’t enter the water). You should take extra care if there are no lifeguards, flags or signs. Follow local advice if jellyfish are present.
You should avoid swimming at beaches that are close to rivers. Don’t dive into unknown water as hidden rocks or shallow depths can cause serious injury or death.
Take care when walking along unmanned beaches close to the water’s edge as some waves can be of an unpredictable size and come in further than expected with strong undertows. Further tips can be found on ABTA’s swim safe pages.
Temperatures in some parts of Spain can change very quickly. Take extra care when planning a hike or walk to check local weather reports for warnings of extreme heat or cold temperatures.
If an accident occurs whilst mountaineering, canoeing, potholing or climbing, or if you become lost in the mountains or other areas requiring mountain rescue, call 112 for the emergency services or 062 for the Civil Guard.

The Catalonia region has started billing negligent climbers, skiers and other adventurers who have to be rescued.
Road travel
In 2020 there were 1,366 road deaths in Spain (source: Department for Transport. This equates to 2.9 road deaths per 100,000 population and compares to the UK average of 2.3 road deaths per 100,000 of population in 2020.

Licences and documentation
To drive a car or a motorcycle over 125cc in Spain you must be 18 years of age or above, and at least 16 years old to ride a motorcycle up to 125cc. You must carry a valid driving licence, proof of insurance and proof of identity at all times.
If you are visiting Spain, you can drive on your full, valid, UK driving licence (provisional licences are not valid for driving in Spain).

If you are using UK insurance, always carry your certificate with you in case you are stopped. This certificate is generally only valid for a stay of less than 3 months – contact your insurer if you’re staying longer.
Driving a British car abroad
You may need a UK sticker to drive your car outside the UK. From 28 September 2021 UK stickers have replaced GB stickers. Check the GOV.UK Displaying number plates website for more information on what to do if you are driving outside the UK.
Driving regulations
Driving is on the right. Driving rules and customs are different from those in the UK.
You must carry two red warning triangles which, in the event of an accident or breakdown, should be placed in front of and behind the vehicle at least 50 metres away from the vehicle. You must have a spare wheel and the tools to change it. If at any time you have to leave your vehicle due to an accident or breakdown or while waiting for the arrival of the emergency services, you must wear a reflective vest or you may face a heavy fine.
Spain has strict drink driving laws. Police regularly carry out roadside checks for alcohol and drugs. Penalties include heavy fines, loss of licence and imprisonment.
Police can impose on-the-spot fines for a variety of driving offences including exceeding the speed limit. Should you choose to accept the fine and pay within 20 days, it will be reduced by 50%. More information on how to pay is available on the Spanish driving agency website.
Seat belts are compulsory for all passengers in the front and back seats. Children under the age of 12 or under 1.35m in height are required by law to use an approved child safety seat and must be positioned in the back seat. Children are only permitted to travel in the front seat of the car if the rear seats are already occupied by other children or if the vehicle does not have rear seats. Car hire agencies can provide child seats, so let them know you need one when you reserve the car. Incorrect installation of a child seat or not wearing a seat belt can be considered a serious offence and met with heavy fines.
Motorcyclists (including drivers of mopeds and quads) must wear an approved safety helmet and other protective clothing. Not wearing one is considered a serious offence and can result in a fine.
Talking on a mobile phone when driving is forbidden, even if you have pulled over to the side of the road. You must be completely away from the road. Using an earpiece is also prohibited but you’re allowed to use a mobile phone with a completely hands-free unit.

Vehicle restrictions
Some cities in Spain have introduced emergency anti-pollution protocols to limit exhaust emissions when air pollution levels are high. When activated, vehicle access is restricted and speed limits are imposed. Follow the instructions of the local authorities.
Madrid and Barcelona operate permanent low emission zones which require all vehicles (including foreign registrations) to meet specific exhaust emission standards in order to be granted entry. Vehicles that comply will be issued an eco-sticker (‘distintivo ambiental’) or equivalent from the Spanish Traffic Authority (DGT) which determines its ability to circulate and park in the zone. Access requirements vary and foreign number plated vehicles may be required to register or accredit their exhaust emissions with the local authorities prior to accessing the zone. Unregistered vehicles who do not meet emission standards will be issued a penalty notice. If your hotel or accommodation is located in a low emission zone, check which access provisions are available to guests (i.e. car park, one-day passes etc.).

Taxis
Only use officially registered or licensed taxis, or reputable transport companies you recognise. Licensing regulations differ across Spain and in certain cities pre-booking is required.
Passengers caught using unlicensed taxi services are liable for fines of up to 600€. Make sure you book your taxi or airport transfer through a licensed firm.
Timeshare and holiday clubs
Timeshare ownership is well established in Spain with many respected companies, agents and resorts operating legally and fairly. However, there are also many unscrupulous companies, some of which claim to provide various incentives, which don’t always materialise.

Emergency Telephone Numbers In Foreign Countries
If there is an emergency that requires an ambulance, firefighters or police, Americans know that help is only three telephone digits away, at 9-1-1. These numbers are not the standard in many other countries, so calling dialing 911 from a hotel room in Germany won’t get you the emergency services you need. Many countries use multiple emergency numbers, depending on who you need to reach.
I have compiled a list of popular tourist destinations (countries) abroad, and have provided contact numbers for each of the three primary emergency services.
If you have a GSM cellular phone, they are typically “smart enough” to redirect a “911” call to the appropriate number in the country you are visiting. But, this isn’t foolproof, and you should make yourself aware of these emergency numbers. If you’re in a bind, remember that “112” and “999” are the most used of these foreign combinations.

Most Spaniards go on vacation in the second half of July – early August.

It should be noted that while not all emergency services in the UAE have English-speaking staff, knowledge of the Arabic language will not be superfluous.
UAE Emergency Numbers
In any emergency, the main UAE emergency number, 999, should be used to direct the call to the police. Although every emergency service in the country has its own telephone number, it is usually sufficient to call 999.

A call to any UAE emergency service is free of charge and can be made from anywhere in the country.
UAE Emergency Procedure
UAE emergency response is possible in several areas. First of all, you need to call the emergency service.
Emergency operator usually answers in Arabic. However, if necessary, the call can be transferred to an English-speaking operator, as well as employees who speak other languages. By calling number 999 or any other emergency number in the UAE, , the following information must be provided:
- Name;
- Nature of incident;
- Address of the scene of the incident;
- The severity of the incident.
As a result of recent innovations in recent years, response time has been reduced, victims can expect help in less than eight minutes.
Does your health insurance policy cover emergency medical care?
Previously, free emergency medical care was provided for residents and tourists in Dubai and Abu Dhabi. However, today, this type of medical care is available only on a paid basis as part of a health insurance policy. Residents who have medical care from an employer or sponsor need not worry.
Many insurance programs provided by employers to their employees only include Basic Package ( Essential Basic Package – EBP ). This insurance program is the cheapest of the existing ones, the cost is 550-750 dirhams per year. The maximum insurance limit is AED 150,000 per year for emergencies in the UAE, which covers doctor visits and hospitalization, however further coverage depends on each individual policy. Many expats choose to take out health insurance from private insurers.

The insurance program is not valid for persons who have a residence permit and / or citizenship in the host country, with the exception of persons who have a residence permit (residence permit) for the purpose of education.
Before issuing a policy, you should consult with the consular service of the embassy of the country of travel, the migration service or other body authorized to establish requirements for health insurance policies for stay in the country.

Transport and car rental:
Public transport is widespread in Spain. When moving along the coast of Spain for long distances, we recommend using suburban trains, which have cars of different levels. Tickets can be purchased in advance. Taxis are metered and flat fares are offered from the airport.
It is completely safe to rent a car and for a company of up to 4 people or a family it can be a more economical option than traveling by public transport over long distances.
