Winter 2014-15 Was Nation’s 19th Warmest Despite Bitterly Cold February in East

Despite a series of blizzards and record-breaking cold snaps in January and February, the winter of 2014-15 was warmer than average for the contiguous United States as a whole, according to data released by the National Oceanic and Atmospheric Administration (NOAA).

Thanks in large part to persistent warm weather in the West, this winter – defined as the period from the start of December through the end of February – was the 19th-warmest of the past 120 winters over the Lower 48. Averaged together, temperatures across the country this winter were 2.1 Fahrenheit degrees above the 20th-century mean, according to NOAA’s National Climatic Data Center.

This figure, however, masks very large differences in the outcomes for individual states. The West was intensely warm throughout the winter, pushing the states of Washington, California, Nevada, Utah and Arizona to their warmest winters on record since 1895.

For California, this winter was 1. 5 degrees warmer than the previous warmest winter, which was just last year (2013-14). Last winter, in turn, had broken the previous record (1980-81) by 0.8 degree. While these margins may not seem large, they are exceptionally wide margins when considering average temperatures over a 90-day period. The temperature gap between this winter and the third-warmest winter (1980-81) is the same as the gap between the third-warmest and 30th-warmest winters.

The East, on the other hand, had an unusually chilly winter. However, because of a relatively mild December, the East was not as extremely cold as the West was extremely warm. No state had a record-cold winter or even a top-10 coldest winter. The state of New York had its 17th-coldest winter since 1895, a cooler ranking than any other state this winter.

February Temperatures: A Balance of Extremes

The temperature contrast was starker when looking at February alone. In fact, it was one of the most extreme months on record in terms of the area affected by both extreme warmth and extreme cold.

It was the warmest February on record in Washington, California, Utah and Arizona – contributing to those states’ record-warm winters. Four other states had a top-10 warmest February.

On the other hand, every state east of the Mississippi River was colder than average, and all but four of those states (along with Arkansas, west of the river) placed within their 10 coldest Februarys since 1895.

In all, NOAA said about 30.6 percent of the country was “very warm” – meaning February was in the warmest 10 percent of the historical record – while 31.5 percent of the country was “very cold,” or in the coldest 10 percent historically. Out of the 1,442 months in NOAA’s dataset, only one other (October 1988) has ever seen very warm and very cold conditions each claim more than 30 percent of the country in the same month.

Not surprisingly, the harshest cold focused on the Northeast, where it was the second-coldest February on record both for the region and for eight states within the region – Pennsylvania, New York, and all six New England states. All eight states missed the standing February record from 1934 by large margins.

Ohio also had its second-coldest February since 1895, outchilled in this category by only 1978.

Two of NOAA’s climate divisions (subdivisions of states grouped along county lines or major geographic features) had a record-cold February – the Northeast division of Ohio, which includes Cleveland, and the Central Mountains division of Pennsylvania, which includes State College.

For the nation as a whole, February was 0.7 degree cooler than the 20th-century mean, placing it in 53rd place among the past 121 Februarys, or near the middle of the pack. The national average for February 2015 was actually warmer than last February by nearly a full degree.

No Extremes in Wet or Dry Weather

Precipitation patterns were unremarkable across the Lower 48. No state ranked in the top 10 driest or wettest winters or Feburarys.

February leaned toward the dry side nationally; only Colorado was significantly wetter than average, while most other areas were near average or somewhat drier than average.

Despite the epic snowfall that pushed Boston to its snowiest month on record in February, the state of Massachusetts had its 40th-driest February, just inside the bottom one-third of the past 121 Februarys. Overall, though, the Bay State had its 29th-wettest winter.

The winter as a whole was somewhat drier than average from the Great Lakes to the Lower Mississippi Valley, and somewhat wetter than average for New England, the coastal Mid-Atlantic, and Arizona and New Mexico.

But now, after decades of battling to save it — and us — scientists have announced that the hole in the ozone layer, which was detected in the 1980s, is healing.

The announcement this month is a victory for one of the greatest international scientific collaborations the world has ever seen. And, as the world struggles to tackle climate change, it is a timely and hugely encouraging demonstration of what the international community can achieve when it really puts its mind to something.

As the nations of the world prepare to gather at the UN Climate Change Conference, COP28, in the UAE, where in November they will be expected to account for the progress they have made toward the climate-change goals set by the 2015 Paris Agreement, the brilliant success of the ozone-saving 1987 Montreal Protocol can only be an inspiration.

The ozone layer, and its role in absorbing the sun’s ultraviolet radiation, was first identified by two French physicists, Charles Fabry and Henri Buisson, in 1913, but it was not until 1974 that an article in the journal Nature warned that we were in danger of destroying it.

Chemists F. Sherwood Rowland, of the University of California Irvine, and Mario Molina, of the Massachusetts Institute of Technology, discovered that human-created gases, such as the chlorofluorocarbons, or CFCs, used in appliances and products such as fridges and aerosols, were destroying ozone.

In 1995, Rowland and Molina, together with Dutch scientist Paul Crutzen, were awarded the Nobel Prize in Chemistry “for their work in atmospheric chemistry, particularly concerning the formation and decomposition of ozone.”

But, the Nobel citation continued, “the real shock came” in 1985, when scientists with the British Antarctic Survey, which had been monitoring the Antarctic ozone layer since 1957, detected “a drastic depletion of the ozone layer over the Antarctic.”

The size of the hole identified over the survey’s Halley and Faraday Antarctic research stations seemed to vary, which at first was a puzzle.

It is now understood, the BAS explains, “that during the polar winter, clouds form in the Antarctic ozone layer and chemical reactions in the clouds activate ozone-destroying substances.

“When sunlight returns in the spring, these substances — mostly chlorine and bromine from compounds such as CFCs and halons — take part in efficient catalytic reactions that destroy ozone at around 1 percent per day.”

The discovery “changed the world.” NASA satellites were used to confirm that “not only was the hole over British research stations, but it covered the entire Antarctic continent.”

This was the so-called “ozone hole” and, as Crutzen noted in his 1995 Nobel lecture, “it was a close call.”

He said: “Had Joe Farman and his colleagues from the British Antarctic Survey not persevered in making their measurements in the harsh Antarctic environment … the discovery of the ozone hole may have been substantially delayed and there may have been far less urgency to reach international agreement on the phasing out of CFC production.”

It was the work of the survey that led to the Montreal Protocol on Substances that Deplete the Ozone Layer, an agreement, adopted in 1987, that regulated the production and consumption of nearly 100 man-made chemicals identified as “ozone depleting substances.

“There had been suggestions in the 1960s and 1970s that you could put gases into the atmosphere which would destroy ozone,” atmospheric scientist Professor John Pyle, former head of chemistry at the University of Cambridge and one of the four international co-chairs on the Scientific Assessment Panel for the Montreal Protocol, told Arab News.

“At the time there was also concern about the oxides of nitrogen from high-flying supersonic aircraft, such as Concorde, which could destroy ozone.

“But after Rowland and Molina published their paper, suggesting that CFC gases could get high enough up into the atmosphere to destroy ozone, there was about a decade during which this was just a theoretical idea before, thanks to the British Antarctic Survey, the ozone hole was discovered.”

The global reaction, choreographed by the UN and the World Meteorological Organization, was almost startlingly rapid.

The British Antarctic Survey paper was published in 1985, and by 1987 the Montreal Protocol had been agreed. In the words of the UN Environment Program: “The protocol is considered to be one of the most successful environmental agreements of all time.

“What the parties to the protocol have managed to accomplish since 1987 is unprecedented, and it continues to provide an inspiring example of what international cooperation at its best can achieve.”

Without doubt, millions of people have lived longer, healthier lives thanks to the Montreal Protocol. In 2019, the US Environmental Protection Agency estimated that in the US alone the protocol had prevented 280 million cases of skin cancer, 1.6 million deaths, and 45 million cases of cataracts.

The battle is not over, however. It will take another four decades for the ozone layer to fully recover, according to the latest four-yearly report from the UN-backed Scientific Assessment Panel to the Montreal Protocol on Ozone Depleting Substances, which was published this month.

But according the “Scientific Assessment of Ozone Depletion: 2022” report: “The phase out of nearly 99 percent of banned ozone-depleting substances has succeeded in safeguarding the ozone layer, leading to notable recovery of the ozone layer in the upper stratosphere and decreased human exposure to harmful ultraviolet (UV) rays from the sun.”

If current policies remain in place, it adds, “the ozone layer is expected to recover to 1980 values” — that is, before the appearance of the ozone hole — “by around 2066 over the Antarctic, by 2045 over the Arctic, and by 2040 for the rest of the world.”

This is “fantastic news,” Meg Seki, executive secretary of the UN Environment Program’s Ozone Secretariat, told Arab News. And it has had an additional benefit in the fight against global warming.

In 2016, an additional agreement, known as the Kigali Amendment to the Montreal Protocol, resulted in the scaling down of production and consumption of hydrofluorocarbons, or HFCs, the compounds that were introduced to replace banned CFCs but which were found to be powerful climate change gases. It is estimated that by 2100, the Kigali Amendment will have helped to prevent up to 0.5 degrees Celsius of global warming.

“The impact the Montreal Protocol has had on climate-change mitigation cannot be overstressed,” said Seki. “Over the past 35 years, the protocol has become a true champion for the environment.”

It is also a shining example of what could be achieved in the battle against climate change.

Sept. 16 each year is the UN’s International Day for the Preservation of the Ozone Layer. As Antonio Guterres, the UN’s secretary-general, said as he marked the occasion in 2021: “The Montreal Protocol … has done its job well over the past three decades. The ozone layer is on the road to recovery.”

He added: “The cooperation we have seen under the Montreal Protocol is exactly what is needed now to take on climate change, an equally existential threat to our societies.

Consider delaying travel in amber weather warning area – police

People are being urged to consider delaying travel plans as an amber weather warning of heavy rain has been issued for part of Scotland on Friday.

The Met Office alert, which covers Dumfries and Galloway and the Scottish Borders, warns 40-50mm of rain is expected quite widely and fast-flowing or deep floodwater is likely, causing danger to life.

The alert is valid from 3am until midday on Friday and also warns of the potential for difficult driving conditions and delays or cancellations to train and bus services.

Police Scotland said there is a high risk of disruption and urged people to plan ahead and drive to the conditions if they have to travel.

The Scottish Government said the Multi-Agency Response Team will monitor conditions throughout the amber warning period.

Superintendent Stewart Mackie, of Police Scotland’s Road Policing Division, said: “An amber weather warning has been issued for heavy rainfall and flooding across southern Scotland, and people should consider delaying any travel plans until conditions improve.

“If your journey is essential, please plan ahead by making sure you have sufficient fuel and supplies in your vehicle, a charged mobile telephone and always drive as the conditions allow.

“Be aware road closures and travel delays are likely, with potential disruption to public transport services.

The Met Office said the deadly bomb cyclone that sent temperatures plunging in the US is now causing wet and windy weather in the UK.

The forecaster has updated its yellow weather warning for heavy rain in Scotland on Friday, with it now running from midnight on Thursday rather than 3am on Friday and expiring at 2pm rather than 6pm on December 30.

The warning covers central Scotland, Tayside and Fife, south west Scotland, Lothian and Borders and Strathclyde.

A yellow warning of snow and ice covers northern Scotland, apart from Orkney and Shetland, from midnight on Thursday until 9pm on Friday.

The Scottish Government said the Transport Scotland Resilience Room will be activated at the National Control Centre to monitor impacts.

Scottish transport minister Jenny Gilruth said: “The Met Office is warning us to expect a period of difficult weather in parts of southern Scotland on Friday, with heavy rain likely to impact travel in the amber warning area.

“The conditions could potentially bring disruption to the transport network, so it’s important people plan their journeys before they set off – particularly if they’re looking to use the trunk roads or travel by rail.”

Met Office meteorologist Simon Partridge said: “The UK weather is going to remain unsettled with further spells of wet and windy weather due to the strengthening of the jet stream because of the weather in the US.

“The effect it’s having on the UK is nowhere near as dramatic because that system has brought up a lot of cold air further south, across the US.

“Indeed, the cyclone is only having an effect on the UK due to its impact on the North Atlantic jet stream.

“What effect (the bomb cyclone) has had is to strengthen the jet stream, because the jet stream is basically driven by temperature differences.

“So the starker the difference in temperature between the northern edge of it and southern edge, the stronger the jet stream becomes.”

He said the knock-on effect for the UK is spells of wet and windy weather over the next seven to 10 days.

A wild Weather ride of Arctic outbreaks, as we face down the final Winter month before the Polar Vortex kickstarts Spring

February is the last month of the meteorological winter season. This year, it will really do winter justice, ending the season with very cold weather across the United States and Europe, before eventually, Spring weather will arrive in March.

Current forecasts call for a very dynamic and cold rest of the month across much of the United States and parts of Europe. But early signs are now emerging that the Polar Vortex is re-organizing and gathering strength, which could turn the weather around towards the end of the month.

WINTER 2020/2021 WEATHER SO FAR…

 
In meteorology, the winter season covers 3 months: December, January, and February. This is also the official period where all the winter weather statistics are being recorded.

So far, Winter has shown a very dynamic pattern, with a very wavey jet stream. The image below shows the pressure anomaly pattern for December and January. The dominant feature for weather development is the high-pressure over the Greenland area, extending into and over the Polar circle.

Such an area of high-pressure can cause quite a disturbance in the circulation. We produced a high-resolution video example of this disturbance, in December and January. The video below shows the temperature at 500mb level (~5km altitude) and is a great example to showcase the polar circulation.

You can nicely see how the polar circulation is not spinning in a simple cyclonic fashion across the Northern Hemisphere. Instead, we have a quite disrupted flow, with occasional colder air extensions into the United States and Europe.

 

Looking closer at December 2020, we already witnessed strong blocking in the North Atlantic and over Scandinavia and the Urals. This produced a response in lower pressure over northwestern Europe. Over North America, no dominant strong low-pressure area stands out.

The temperature analysis for December 2020 shows much of Europe and North America warmer than normal. The exception is the British Isles and the southeastern United States. A strong cold anomaly was present over central Asia.

January 2021 has featured a serious upgrade when it comes to the blocking weather patterns. A much stronger high-pressure system emerged over the North Atlantic, covering Greenland and eastern Canada and connecting into the Arctic regions.

The temperature response was also a bit different, mostly in Europe, where western and northern Europe featured lower than normal temperatures. Most of North America was warmer than normal, especially eastern Canada under the high-pressure system. There were heavy winter storms across the United States, where normal to colder temperatures are indicated on the map in southcentral regions.

 

POLAR VORTEX COLLAPSE

 
The main player behind this powerful high-pressure system was the stratospheric Polar Vortex collapse.

To give you a quick idea of what the Polar Vortex is, you can imagine it like a very large cyclone, covering the whole north pole, down to the mid-latitudes. It is strongly present at all levels, from the ground up into the Stratosphere.

The stratosphere layer is around 30 km thick and is very dry. This is where the famous Ozone layer can be found. You can see the layers of the atmosphere on the image below, with the troposphere on the bottom and the Stratosphere with the ozone layer above it.

The image below shows a typical example of the Polar Vortex at around 46km altitude (1mb level) near the top of the stratosphere. It is like one big cyclone, spinning over the Hemisphere, and is connected down all the way to the lower levels. If you disrupt this circulation, the disturbance can go all the way to the lower levels, impacting the pressure systems and of course the weather.

If the stratospheric polar vortex is strong, that means that it speeds up the polar circulation. This stabilizes the jet stream and lowers the pressure over the North Pole. What this means, is when the polar circulation is strong, it locks the colder air up into the polar regions. If you want cold air outbreaks and snowfall, you want to see a weak circulation and a disrupted jet stream. That allows the cold air to spill out of the polar regions, into Europe and the United States.

Below we have an image that shows this heavy disruption of the polar vortex at the 10mb level (~30km altitude). A strong stratospheric warming event has disrupted the polar vortex, pushing it out of the Polar Circle, and greatly disrupting the flow.

When trying to find a connection between the stratosphere and our winter weather, it helps to have more specialized images at hand. Especially one that shows weather over altitude and time.

The image below shows an atmospheric pressure index. Negative values indicate higher pressure and positive values indicate lower pressure. You can see altitude from the ground up to the top of the stratosphere (~46km), over time.

You can see strong negative values in the stratosphere in early January, associated with the higher pressure buildup during the stratospheric warming event. You can see that this event and/or its influence was slowly descending over time, disrupting the circulation, reaching the lower levels by mid and late January.

The strong connection from this polar vortex collapse event is seen in mid-January and is extending further into February. So essentially, the weather we will feel in February is in a large part influenced by the stratospheric warming event that occurred in early January.

FEBRUARY 2021 – WEEK 1 WEATHER

 
As you have seen on the last image above, the high pressure near the surface was heavily influenced by the early January stratospheric events, with the impact being felt well into February.

You can see this high-pressure anomaly in the week 1 chart below. Crawling over Greenland and eastern Canada, the high-pressure area is extending into the Arctic region. This prompts a low-pressure response over northern and western Europe and of course over western Canada down into the United States.

Looking closer at Europe, colder air was present over the northern and northeastern regions. The continent was split into two weather poles, with colder in the north and warmer in the south.

The weather over North America had a similar response, with cold pooling over western Canada and extending down into the northern, central, and eastern United States, with some of the coldest temperatures this season so far.

 

FEBRUARY 2021 – WEEK 2 WEATHER

 
Going into week 2 and actual forecasts, you can see the consolidating high-pressure system over Greenland and Canada. It has moved further towards the polar circle, enabling the southward movement of very cold weather into North America.

A high-pressure area spins clockwise. This means that high pressure over the polar regions promotes easterly flow into Europe. Below you can see the much colder than normal temperatures making their way from the east into northern and central Europe. This is unofficially known as the “Beast from the east”.

A true cold-weather beast is setting up over North America in week 2. An actual batch of cold Arctic air will be unleashed from Canada into the United States. At many places, the temperatures will be lowest this winter so far, or perhaps even the coldest in the past few winters.

Looking closely at surface temperature anomalies, you can see a typical “deep freeze” situation unfolding. Surface temperatures will drop between 30°F to 50°F below the normal values for this time of the year.

Actual temperatures will be ranging from 0°F to -30°F across much of the north-central and northern United States.

Such cold events usually also mean snowfall. The GEFS snow depth forecast for week 2 of February, shows the snow depth increase on both sides of the Atlantic. Europe will have most of the snow depth increase in a belt from the British Isles across central Europe towards the east.

A massive area of snow depth increase is also forecast across most of the United States, from the northwest across the central regions into the northeast. Eastern Canada is also going to see a decent snow depth increase.

 

FEBRUARY 2021 – WEEK 3 WEATHER

 
Not a lot will change in week 3, as the high-pressure system will still be dominant over the Greenland area. It will move closer towards Europe, affecting the temperature distribution there, while still keeping lower pressure over western Canada and the northern United States.

As the high-pressure system gets closer to Europe, the easterly flow can move further towards the south. This means that colder air transport from the east would be focused also on central and southern Europe. Snowfall potential is dependant on the positioning of the low-pressure areas and the available moisture.

Over North America, the Arctic air outbreak persists, with much of the country experiencing the lowest temperatures of the winter season. No quick warming period is seen at the moment in week 3, but the cold should subside slowly as the air spills across the continent.

Some of the coldest weather with the lowest temperatures will be seen right at the beginning of week 3. Surface temperatures are expected to drop from 30°F to 50°F below the long term average for this time of the year, extending from the northwestern United States into the central regions.

The actual temperature forecast reveals surface temperatures in the negative values covering a large part of the country, with single-digit temperatures covering over a third of the country.

 

FEBRUARY 2021 – WEEK 4 WEATHER

 
February week 4 weather is much more uncertain, where we only have basic trends to lean on. The forecast from ECMWF calls for the continuation of the high-pressure system over Greenland, extended towards northern Europe. You can also see lower pressure remains over western Canada and also likely over the northeastern united states, in tandem with the high-pressure area over Greenland.

The temperature forecast calls for more of the easterly colder flow into eastern and parts of central Europe. Over North America, you can see the stable cold air region over western Canada, but with a likely colder region over the eastern or northeastern United States. Warmer air is slowly flowing from the south, as the cold air outbreak from week 2 and 3 clears out.

There are still a lot of unknowns around this final week of February, especially for the United States. There, a lot depends on the strength and the positioning of the high-pressure system in the pacific and the west coast. With a strong ridge over the west coast, new cold-weather Arctic outbreaks can be initiated into the north, central, and the eastern United States.
 

MARCH 2021 – SPRING WEATHER AND THE POLAR VORTEX

 
No king rules forever, and no pressure system spins forever. Looking ahead into March 2021, you can see the current forecast calls for lower pressure over the North Pole. Notice the strong high-pressure system over the North Pacific, likely simulated as a typical response to the La Nina.

At this point, most of the central and eastern United States is warmer than normal, as is also Europe. When pressure drops over the Polar Circle, the circulation stabilizes, locking the colder air into the polar regions. It is still possible to get a cold air outbreak out of it, but it is usually just transitional, and not long-lasting.

One of the reasons that the pressure might drop over the polar regions is perhaps in the Polar Vortex we mentioned earlier. If the polar vortex strengthens, it can stabilize the polar circulation, and also stabilizing the weather. This means less volatile patterns and a reduced number of cold air outbreaks.

We usually look at the speed of the stratospheric zonal (west to east) winds to estimate the strength of the polar vortex. The forecast below shows the current values at 15m/s which is fairly low. But as you can see, the winds are forecast to increase, indicating a strengthening of the polar vortex in the second half of February.

Looking at the pressure anomalies with height on the image below by Simon Lee, you can see the forecast for the second half of the month. Lower pressure (negative values – cold colors) is slowly set to return, to the surface layers, connecting up into the stratosphere with the strengthening polar vortex.

This process would mean a likely slow end to the main winter mode across the Northern Hemisphere, and Spring slowly making its way into Europe and parts of southern and central United States in early March.

A lot depends on the strengthening process of the stratospheric polar vortex. If successful in powering up, it could connect to our weather, stabilizing the circulation and enabling early Spring.

The main weather and climatic features in the northern hemisphere of the Earth in February 2017

Air temperature

In Siberia, in the first and third decades of the month, it was much warmer than usual (anomalies up to +10…+12°), and in the middle, heat in the north was opposed by cold in the south. In the Far East of Russia, the first decade of the month was exceptionally warm (anomalies up to +10…+12°), but later on, heat remained only in the south, and cold weather came to the north with ten-day anomalies up to -3…-4°.
Such a change of heat and cold throughout the month has led to the fact that, both in Russia as a whole and in its individual regions, the average air temperature for the month has nowhere reached values ​​close to extreme. Only in the south of the Far East, the average temperature in February closed the top three highest values ​​in the entire history of regular meteorological observations, i.e. since 1891 On the Arctic islands in the Barents and Kara Seas, in Siberia and the Far East, it exceeded the norm by 4-8°, and in a significant part of the European territory and in the Urals it turned out to be close to it.
Very warm weather in China, Mongolia, Korea and Japan. Everywhere the monthly average air temperature is above the norm. In the central and northern provinces of China – by 4 ° or more, and only in the south of the country did it approximately correspond to the norm.
The air temperature is near normal in the countries of Southeast Asia, as well as in most of India. And only in the north of the country and in the neighboring regions of Pakistan, the norms are exceeded by about 1.5-2.5 °.
In most parts of Central Asia, the average air temperature for the month is generally in line with the norm. Only in certain regions of Kazakhstan, as well as in Tajikistan and Kyrgyzstan, it exceeded the norm by 2-3°.
February turned out to be cold in the Near and Middle East. Almost everywhere the average monthly temperature is below normal. In the republics of Transcaucasia, in the north of Iran and in the east of Turkey, this is especially noticeable. Here the temperature did not reach the norm of 2-4 °.
The cold has also spread to northeast Africa. In Egypt it was 1-2° colder than usual. But in the rest of the territory of this continent in the Northern Hemisphere, the average monthly air temperature is above the norm. In Algeria, in the north of Morocco and in countries located south of the Sahara – by 1-2 ° or more.
In the first ten days of the month, winter still reigned in most European countries. In the Scandinavian countries, frosts reached -30 ° and more. In Central Europe, the air temperature fluctuated around 0° even during the day, and in the south of the continent the air warmed up only to +5…+10°. But in the second half of the month, warm weather came to the continent with Atlantic cyclones. In the same Scandinavian countries, the thermometers rose to +10° and more, and in the rest of the territory they reached +15° and more. And as a result, the heat overcame the cold. In most of the continent, the month turned out to be 2-3° warmer than usual.
Early spring has come to the North American continent. This was especially felt by the people of the United States. Spring plants and flowers woke up ahead of schedule by 2-3 weeks. The average air temperature in February almost over the entire territory exceeded the norm by 2-7°C or more. In Chicago and Kansas, the anomaly of the mean monthly air temperature is +7.0°, Dallas – +6.9°, Oklahoma – +5.5°, Washington – +5.2°, New York – +5.0°. As a result, last February was the second warmest in the history of meteorological observations in the United States, second only to the temperature record 60 years ago. Average monthly temperatures in the eastern and southern states of the country either reached absolute maximums or were close to them. Only two states were out of step. This is distant Alaska and the state of Washington located on the Pacific coast. Here, the monthly average temperatures are near the norm and even slightly below them, in some places up to 2°.
The average air temperature in Canada is also generally above normal, but not as noticeable as in the USA. In the central provinces of the country and in the north – by 2-5 °, but along the ocean coasts it was the norm or even was less than it. It was warmer than usual in Mexico and in most countries of Central America.
Still abnormally warm in the Arctic. An average of 4°. Last February in the Arctic was the third warmest on record.
February 2017 2nd warmest in the history of meteorological observations in the Northern Hemisphere of the Earth. True, its temperature is still noticeably lower than in the record-breaking warm February last year.
In Moscow, the average monthly air temperature is -4.6°, the anomaly is +3.2°.

In general, in the Northern Hemisphere in the winter of 2016-17. can be classified as very warm. Its average temperature has the 2nd rank among the highest values, second only to the winter of 2015-16. Last winter was the warmest in the history of regular meteorological observations in China. The air temperature in the Arctic and the USA turned out to be close to the maximum. Colder than usual, this winter, in addition to the already mentioned regions of Russia, also turned out to be in the Middle East, southeast Europe and the northwest of the United States.

Ocean surface temperature

about +0.5°.
In the equatorial latitudes of the Pacific Ocean, the cold episode of the Southern Oscillation – La Niña has ended. Although negative anomalies still persist here, they are already less than 0.5° in absolute value; compared to the previous month – decreased by 0.1-0.2°. Abnormally cold water in the Pacific Ocean is observed in temperate latitudes, and over the entire strip from Asia to North America. The temperature of the rest of the ocean is close to the norm, or slightly exceeds it.

On the surface of the Atlantic Ocean, the water temperature is generally slightly above normal. This is more noticeable in the North Atlantic Current and the Greenland Sea. Colder than usual ocean surface temperature (SST) in the Canary Current.
In the Arctic Basin, SST is above the norm by 1° or more.

Precipitation

In ETR, warm February weather was accompanied by heavy precipitation. In places, the norms of precipitation here are exceeded by 2-3 times. In the east and south of China, as in neighboring Korea, as well as in most of Japan, there was little rainfall.
Mostly normal rainfall in Indochina countries. It is exceeded only in certain regions of Vietnam and Cambodia.
Dry weather prevailed in India and Pakistan, where not even a drop of rain fell over a large area.
In the north-east of Afghanistan and in the south of Tajikistan, snow storms and the resulting avalanches destroyed many houses and killed people. Precipitation norms here are exceeded by 2-3 times. East Kazakhstan received a lot of precipitation, while there was little in the west of the country and in neighboring Turkmenistan and Uzbekistan.

The Canary Islands are a perfect all year-round destination. 

Almost always there are pleasant spring-like temperatures on La Palma, which allow you even in winter to enjoy swimming in the Atlantic Ocean.

Peak season in the “coldest” time of the year

For good reasons, peak season for travellers from Germany, Austria or Switzerland is the cold season from October to March/April, reaching its highest peak in during Christmas and Easter Holidays.  

However weather can become cool and nasty on La Palma, particularly when Atlantic troughs hit the island and cause heavy rainfalls bringing everything to a halt. Mostly, such a sudden change in weather lasts only a few days until the sun breaks through again.

Occasionally, there is also snow, however, only at altitudes up to about 1,800 meters. You therefore more likely could have a snowball fight on the Roque de las Muchachos, then enjoy spring weather in the north and in the afternoon have a good time on the beach and enjoy swimming in the sea!

Only on rare occasions the sea can change its face: fierce storm surges make beach visits impossible and remind us that we are right at the Atlantic Ocean. Such weather changes also teach us to treasure those powerful forces of nature around us.

Mainland Spaniards come to La Palma in summer to cool down

Peak tourist season for visitors from the Spanish mainland is more likely in the summer months.  

Anyone who can arrange it, escapes the oppressive heat of the Spanish inland and enjoys mild and pleasant temperatures on the island, which rarely rise above 30 degrees Celsius.

From May to October there is usually no rain on the drier west side. On the east side, however, there can be some summer showers, but they are soon over and most of the time affect higher regions.  During summer you usually don’t have to expect thunderstorms either — they more likely might occur in winter.

Hiking during spring time

The best and most beautiful travel time for nature lovers and hiking enthusiasts is spring. 

Mild temperatures are perfect for long hiking tours, beginning already with the almond blossoming in January/February.

It is the time when everything is covered with a gorgeous flowerage: wild Margarite bushes, orange and red poppy, fragrant gorse and the large quantity of wild flowers and herbs. A feast for eyes and soul is the orange flower season starting around the end of March – the air is filled with a tantalising fragrance.

For those who prefer to travel in a quiet and low-priced time of the year, are well-advised to come in May/June, before the beginning of the summer holidays.
